Update

I hope everyone made it through the Comcast conversion to Roadrunner.  I know I am only getting about half of my e-mail so far. If you have sent me an e-mail and I have not responded, there is a good chance I did not receive it.  Best thing to do for now is simply call me.  If you need to e-mail me, use the mmaso@friscotexas.gov e-mail address.   For those that are having problems with switching to the new Roadrunner system, try this:  Do not use their conversion program. Simply go into your e-mail program and change the pop to “pop-server.tx.rr.com” and for smtp to “smtp-server.tx.rr.com”.  Everything else should be the same.  What Comcast has done is to forward all your e-mail from the Comcast address to the roadrunner address.  Your e-mail, for now, is on both systems. Also, it seems that you cannot use roadrunner to send messages if you are not at your home computer. In other words, if you go to work and had the work computer to send mail through Comcast; this will no longer work. Time will tell for sure!

Also, I am trying to not let this newsletter get out of hand.  I am trying to stay focused on City information and I include civic announcements when I am able to.  If you have something you would like me to place in this newsletter, the best way to do it is to send me a short blurb with links to where someone can get additional information.  I do not send this newsletter out on a scheduled timetable, so I apologize in advance if you sent me something and I was not able to place it in the newsletter when you needed me to.

Sign Ordinance Amended

SIGN ORDINANCE AMENDED; CHANGES TAKE EFFECT OCTOBER 27; CIVIC SIGNS NO LONGER ALLOWED IN RIGHT-OF-WAYS

(October 27, 2006) Rules for posting signs in and throughout the City of Frisco have changed. Beginning today, October 27, the City of Frisco will begin enforcing its recently amended Sign Ordinance.

Civic signs are no longer allowed in right of ways throughout the City of Frisco.  Other significant changes to the ordinance impact the placement of garage sale signs, Open House realtor signs and city special event signs.

A committee made up of residents and local business owners recommended the changes to the Frisco City Council, which approved the Amended Sign Ordinance at its October 17 regularly scheduled meeting.

“The committee wanted to reduce the amount of signage cluttering our street corners and right-of-ways,” said Sharon Elliott, Code Enforcement Supervisor.  “Members of the committee complained that too often signs weren’t picked up or properly cared for and looked dilapidated.  Committee members recommended changes they thought would help Frisco be a clean, neat city,” added Elliott.

As a result of the ordinance changes, garage sale signs are now limited to a single sign located on the private property of the resident having the garage sale. garage sale signs cannot be located off-site.  Permits are not required; however, signs cannot be posted earlier than Thursday at noon and must be removed by 6 p.m. on the Sunday immediately following the sale.

Other significant changes to the Sign Ordinance impact the placement of Open House realtor signs.  Open House signs are only allowed on the property having the ‘open house’.  Such signs are no longer allowed off site.

Civic signs, such as those used by organizations to publicize special events, are no longer allowed; however, the committee established specific requirements for athletic registration and school Signs.

“The committee wanted to require people to place signs closer to where people live versus posting signs on busy thoroughfares,” said Elliott.

The rules for posting city sponsored special event signs have also changed.  Government Community Event Signs are now limited to city parks and building sites.  Such signs cannot be placed in medians, easements or within the right-of-way of any thoroughfare.  The City of Frisco must now get written permission from Homeowners Associations to place city event signs within a residential subdivision.

To review a copy of the City of Frisco’s Amended Sign Ordinance, go to Here.   You can also find it by going to www.friscotexas.gov   Click on ‘Departments’, find ‘Planning & Development Services’ and click on the ‘Most Requested Ordinances’ icon on the department’s home page.

Frisco Pro Celebrity Classic

Kournikova and Austin Headline Pro Celebrity Classic

DALLAS, Texas -- Tickets go on sale Tuesday, Aug. 1, 2006, for the Baylor Medical Center at Frisco Pro Celebrity Classic. The event -- which will be Saturday, Nov. 18 at 7 PM, at the Dr Pepper Star Center, 2601 Avenue of the Stars in Frisco, Texas -- will benefit the Maureen Connolly Brinker Tennis Foundation in Dallas.

Some of the most recognizable tennis players in the past quarter century headline the event: Anna Kournikova, Tracy Austin, and Luke and Murphy Jensen.

Tickets to the Baylor Medical Center at Frisco Pro Celebrity Classic go on sale online at www.tickets.com and by telephone at 214.GO.STARS (214.467.8277). Prices are: $26.50, $ 45.50 and $75.50.

“I’m excited to play in Dallas,” says Kournikova. “It’s an honor to participate in an event that supports the MCB Tennis Foundation. “Maureen Connolly Brinker’s life and legacy have inspired so many players throughout the years, and the foundation created in her memory continues its outstanding support of tennis worldwide,” added Kournikova.

Maureen Connolly Brinker, who was affectionately known as "Little Mo", is the youngest player and only American woman to ever win the Grand Slam title -winning all four major tournaments in one calendar year (Australian, French, Wimbledon and U.S) at the age of 18 back in 1953.

Kournikova, formerly ranked No. 1 in the world in doubles and named one of People magazine’s 50 Most Beautiful People, is a two-time Grand Slam doubles champion. Austin is the youngest player to ever win a Grand Slam and the youngest inductee in the International Tennis Hall of Fame. The Jensen brothers, dubbed “a new breed of rock ‘n’ roll tennis players,” are former French Open Doubles Champions.

“We are glad to be a part of this event, and we support the Maureen Connolly Brinker Tennis Foundation in its efforts to promote tennis with boys and girls in the Dallas area,” says Bill Keaton, Chief Executive Officer for the Baylor Medical Center at Frisco, title sponsor.

MCB Tennis Foundation President Nancy Jeffett, one of the most influential women in tennis, says: “This is historic in that this is our first major involvement in a pro celebrity event since 1990, when the Virginia Slims of Dallas Tournament was sold after entertaining fans for nearly two decades. We’re thrilled that Dallas area tennis enthusiasts will be treated to world-class competition while helping to further junior tennis development worldwide through our foundation.”

The event is presented by SAAB and by the Tennis Competitors of Dallas. TCD has a member base of 5700 tennis players who compete weekly at nearly 90 Dallas area country and racquet clubs. TCD Director Peggy Rothmeier says, “TCD is celebrating its 30th continuous year of operation with many of its original members still playing in the league. The November 18th event is an opportunity for the entire community to witness world class tennis up close and personal.”

The event will be produced by ProLink Sports & Entertainment of Austin, Texas.

Traffic Update

-- S.H. 121 Update (last official update from TxDOT and City: 10/13/06)

n        Independence, Hillcrest & Coit: Intersections now complete.

n        Ohio:  Currently closed for crossing 121, you can only turn on S.H. 121 right now.  An Overpass will be constructed for northbound and southbound Ohio.  Construction is anticipated to start in October 2006.  TxDOT anticipates having the Ohio Overpass complete November 2007.

n        Preston: The final configuration will be three levels:  The service roads as the 1st (bottom) level, Preston Overpass as the 2nd (middle) level, and SH 121 as the 3rd (top) level.  Preston Overpass is now open to traffic.

n        Parkwood:  Anticipated to now be open. I have not checked yet.

n        Legacy: This intersection is estimated to be complete January 2007.

n        Service Roads: The new service roads to Dallas North Tollway are open to traffic.

-- Lebanon is closed over Dallas Parkway. Marked detour routes will be in place for both westbound and eastbound traffic on Lebanon.  Eastbound traffic will be detoured south to the u-turn at future John Hickman Parkway where motorists will then be able to return back north to eastbound Lebanon Road.  Lebanon will reopen to traffic in June 2007.

-- Legacy Road:  Tomorrow, Nov. 1, Legacy Road from Stonebrook Parkway to Main Street will be closed to through traffic from 10 - 10:30 a.m. The roadway will be closed to allow Atmos Gas to connect a new gas line. Due to the proximity to the road and the need to allow gas to escape from the old line before reconnection, the roadway is being closed as a precautionary step. Southbound traffic will be redirected to the Dallas Parkway. Northbound traffic will be directed to Teel Parkway  As a result of the new line connection, crews will be releasing gas from the pipe, which is under high pressure and will sound similar to a 747 jet taking off from the airport. The sound is normal and crews will be monitoring the situation closely  The east end of the gas line will be connected between 2 – 5 p.m. This connection is off the road and will not require a lane closure. Motorists are urged to use caution in this area.

Frisco Community Parade

[Volunteers are needed: Date: November 11.  Volunteer Arrival Time: 8:30AM. To Volunteer, contact Jon Wilson or Jenny Orndorff]

Long time Frisco residents remember the annual homecoming parade as one of the big events of a small but fast growing town, where thousands of Frisco residents and families lined Main Street to honor the schools, football teams, bands and community organizations that participated.  It has been a tradition that grew each year and is one that helped us to keep the “Small Town Feel”.

Since we have the fastest growing school district in the country for a city our size, and now that we have four high schools, representatives from the City of Frisco, the FISD and Frisco Chamber of Commerce met last year to see how we could keep this tradition going and even expand it.  The result is what we hope will be a new tradition-The Frisco Community Parade.  November 11 will be the date of our first Community Parade and will feature all four high school bands, football teams, Drill Teams and other sports teams, Homecoming Kings and Queens, other school and community groups and numerous businesses.  In addition, the Frisco RoughRiders, Texas Tornado, Dallas Stars and FC Dallas have all agreed to participate with their mascots.  This year the theme will be a “Salute to the Troops” in honor of Veteran’s Day.  It will give us an opportunity as a community to express our appreciation to all those who serve and protect our nation.

The parade will begin at 10:00 a.m., starting at the south end of Frisco Street near Pizza Hut Park and will move east on Main Street to North County Road.  The parade route will be along the eastbound lanes of Main Street.  With the expansion and widening of the street and addition of tree-lined medians, there will be room for thousands of spectators. The tradition of the Mayor and City Council riding in our Fire Engines will continue and this year our Grand Marshall will be Brig. General Mike Cates, U.S. Army and a Frisco High School graduate.  We will also have military vehicles and a possible fly-over of planes during the parade.  Anyone who is currently serving in the military or is a veteran is urged to wear their uniform and participate in the parade.  You can go on the web site at www.Friscoparade.com to get additional information on the parade and how to participate.

We are urging businesses, organizations or groups to be in the parade.  The cost to participate is $ 200 for business and adult organizations and $ 150 for youth organizations.  Schools, non-profit organizations, Military and city entrees will not be charged to enter.  We are also looking for volunteers to help and to be stationed along the parade route to make certain the crowds are kept back from the parade vehicles and to help promote the parade.

We hope to continue to build the parade to become one of the biggest and best in North Texas.  At some point, we hope to add college bands, floats and other exciting activities as part of the event.  We hope that you and your family will come out on November 11 to enjoy the parade.  If you are a business or organization, we want you to participate and encourage you to consider building a float!  Some of my fondest memories from high school and college were the “float making parties” that helped bond the students, parents and organizations together.  Be creative and make this new parade the start of a NEW TRADITION for Frisco-The Frisco Community Parade.

“We’re so grateful voters approved bond monies to build the Phase ll addition to the center,” said Judy Florence, Senior Center Supervisor.

“But we’ll still need some help filling the additional space with the equipment and supplies we need to serve our growing senior population.”

Some of the items the Frisco Senior Adult Center Advisory Council plans to purchase with event proceeds include a portable stage, table coverings, exercise equipment, blinds, ceiling fans and a ceramic kiln and supplies.

“We plan to make the Festival of Trees a regular feature of Merry Main Street,” said Florence.  “We hope folks will help us raise funds for the Senior Center and have fun helping us make Merry Main Street more festive than ever!”
