If you have not received a newsletter from me, don't worry, it is because I have not sent one out recently.  I have been very busy the last few weeks working with some of the civic groups I am involved in and, of course, serving you on the City Council.  The person that told me that things would start to wind down before I finish my term in office must have been playing a joke on me!   I will have another newsletter out shortly.   Meanwhile, feel free to look at the archive of newsletters or visit my web site.

You will find the agenda for the next Frisco City Council meeting below.  If you have any questions, comments or concerns, please let me know. a.      Section 551.071.  Meeting with City Attorney regarding a matter(s) in which the duty of the City Attorney under the Texas Disciplinary rules of Professional Conduct of the State Bar of Texas conflicts with the Open Meetings Act regarding:

                                i.            Update on Cause 2006-50103-367; City of Frisco, Texas vs. Shoemaker;

                              ii.            Legal issues regarding Batch/Cement Plants on SH 121;

                            iii.            Update and legal issues regarding the Tolling of State Highway 121.

b.      Section 551.072.   To deliberate the purchase, exchange, lease or value of real property located:

                          i.      South of US 380, North of Lebanon Road, East of FM 423, and West of Preston Road.

c.      Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect and to deliberate the offer or other incentives to a business prospect.

A.)  Consider and act upon approval of the Minutes from the March 20, 2007  Regular City Council Meeting.  (City Secretary)

 

B.)  Consider and act upon adoption of a Resolution setting Public Hearings on a proposed voluntary annexation of 53.8+ acres in the Collin County School Land Survey, Abstract No. 148, generally located on the south side of CR 26, 2,000+ feet west of Dallas North Tollway.  Neighborhood #53.  Annexation Case A07-0001.  (Planning & Development Services)

 

C.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute an Amendment Number Two to the Professional Services Agreement by and between the City of Frisco and HVJ Associates for construction materials testing laboratory services for the Frisco Heritage Center, Phase One Site Infrastructure. (Engineering)

 

D.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute Amendment Number One to the Professional Services Agreement by and between the City of Frisco and Weir and Associates, Inc. for the design of Eldorado parkway (Dallas North Tollway to Preston Road) (Engineering)

 

E.)  Consider and act upon award of bid to Rodman Excavation and act upon adoption of a Resolution authorizing the City Manager to enter into a Construction Services Agreement for Parkwood Drive (Lebanon – Warren) (Bid No. 0703-040). (Engineering)

 

F.)   Consider and act upon adoption of a Resolution authorizing the City Manager to execute Contract Amendment One to Carl Walker, Inc. for Architectural and Engineering Design Services to Design a Parking Garage for the George A. Purefoy Municipal Center. (Engineering)

 

G.)  Consider and act upon approval of an Interlocal Agreement by and between the City of Frisco Police Department and the Criminal District Attorney of Denton County regarding the sharing of assets seized and forfeited under Chapter 59 of the Texas Code of Criminal Procedures. (Police)

 

H.)  Consider and act upon approval of a purchase order for Fire department uniforms from GST Public Safety supply, LLC. (Fire)

 

I.)      Consider and act upon approval of a Contract by and between the City of Frisco and Architects Phelps Wood, Corp. for architectural services for design services concerning the renovation of the old City Hall and adoption of a Resolution authorizing the City Manager to execute the Agreement. (Administrative Services)

 

J.)    Consider and act upon adoption of a Resolution approving a commercial lease agreement by and between the City of Frisco and Ski Frisco Sports, LLC for the purpose of a specialty ski shop at 6875 Main Street. (CMO/JM)

 

10. Legislative Agenda:

(These items may legally require Council Action, but by Council Policy should be the City Manager’s responsibility.  The Legislative Agenda can be acted upon in one motion.  The concurrence of two council members is required to remove any item for separate discussion and action.  Council members may vote nay on any single item without comment and may submit written comments as part of the official record.) 

A.)  Consider and act upon adoption of an Ordinance changing the name of Newman Road to Old Newman Road.  (Planning & Development Services)

 

B.)  Consider and act upon adoption of an Ordinance to rezone 96.4+ acres on the southeast corner of US 380 and FM 423 from Agricultural to Retail (34.3+ acres) and Information & Technology (62.1+ acres).  Neighborhood #51.  (Planning & Development Services)

 

C.)  Consider and act upon adoption of an Ordinance to amend Section 7 of the Subdivision Regulation Ordinance aligning it with the Engineering Design Standards.  (Planning & Development Services)

11. Public Hearing:  Zoning Case Z07-0004, A request to rezone 1.0+ acre on the north side of Oak Street, 225+ feet east of North County Road from Original Town Residential to Original Town Residential-Historic Landmark and consider and act to direct staff to prepare an Ordinance of the same.  Neighborhood #11.  (Planning & Development Services)

 

12. Public Hearing:  Zoning Case Z07-0007, A request to rezone 0.6+ acre on the northwest corner of Oak Street and North County Road from Original Town Residential to Original Town Residential-Historic Landmark and consider and act to direct staff to prepare an Ordinance of the same.  Neighborhood #11.  (Planning & Development Services)

 

13. Consider and act upon adoption of a Clean Air Ordinance. (City Manager)

 

14. Consider and act upon resignation of Brant Bryan from the Frisco Square MMD. (City Secretary)

 

15. Consider and act upon recommendation of the Frisco Square MMD to appoint Cathy Sweeney as a member of the Frisco Square MMD. (City Secretary)

 

16. Consider and act upon the request for an interpretation of a proposed land use for Planned Development-32-Retail.  Neighborhood #34.  Tabled 03/20/07. (Planning & Development Services)

 

17. Consider and act upon whether to direct staff to submit a written notice of appeal on behalf of the City Council to Planning & Development Services, pursuant to Article IV, Section 1.07(C) of the Comprehensive Zoning Ordinance and/or Section 4.05 of the Subdivision Regulation Ordinance, regarding action taken by the Planning & Zoning Commission on any site plan or plat.  Any written notice of appeal must be submitted to Planning & Development Services.

 

18. City Council discussion with City Staff concerning any actions required by City Staff as a result of any item on tonight’s agenda.

 

19. Discussion on Governance Monitoring of present City Council Meeting.

 

20. Adjourn.
