Warrant List
The Collin County Sheriff's Office is now posting a searchable list of
more than 35,000 active warrants on the county's web page. The list covers
active arrest warrants from Class-C misdemeanors to First-degree felonies, and
includes fine amounts, bond amounts and the name, physical description and the
last known address of an offender. The web page also has instructions posted on
how those on the list can pay off late fines and fees, plus ways to alert
authorities on where to find those being sought.
The Active Warrants List includes
offenses from fishing without a license to unpaid traffic tickets to burglary
and other felony crimes that have been committed in Collin County.
Late last year, the Collin County Sheriff's Office began posting the county jail's Current
Inmate List online as well. Both can
be reached from the Sheriff's Office section of the website.

It looks like another cold spell is coming our way, so bundle up! Of course, it won't slow us down in Frisco as there is so much taking place.
Before I mention my AMCC trip, I am breaking a promise I made about not discussing S.H. 121 again. I just can't help it. Our local citizens have one last chance to make their opinion known to the State. It is VITAL that you take a little time and let the State know how you feel. The issue is NOT dead and the State Legislature has several bills that could potentially help us (and the State) come to a more reasonable way to fund our roadways. See the article below for additional information.
I attended the Association of Mayors, Council Members and Commissioners (AMCC) annual conference in Austin this past weekend. Part of the Texas Municipal League (TML), this organization is a valuable resource for cities. Additional information on the conference is listed below.
I know there was a lot of interest in the City Hall 101 class the last time I linked to it. This is your chance, the next class will be starting soon and slots will fill quickly. See the notice further down in the newsletter with links to the application that you can download.
I had the opportunity to attend the World Olympic Gymnastics Academy (WOGA) International Meet two weeks ago. Approximately 4000 athletes and fans showed up in sessions on Saturday and Sunday. The main International Elite Session on Saturday night was attended by several national team members from all over the world. The WOGA Classic was attended by 10 Countries and over 19 States. The Junior All-Around Champion was Kseni Semenova of Russia and the Senior All-around Champion was Katelyn Mohr of Byers Gymnastics in the U.S.
For the Team Champions, it was Japan in 1st, Woga in 2nd and Australia in 3d. The Crowd got a real treat when 2-Time World Champions Shenae Booth and Arthur Davis performed. They were the First American Athletes to win a Gold Medal in a Mixed Pairs competition! Congratulations to WOGA for a well run event.
I know the newsletter is getting long and I promise I will continue to do my best in keeping it as short as possible. It is very difficult to exclude civic requests, especially since so many are doing all they can to improve our community. Please understand if I shorten any announcements that you may send me. Please do your part by sending plain text, small pictures and links for additional information. Fancy graphics slow me down and most likely will get stripped. Also avoid sending me notices that are for events several months away. I try and put notices that are within the next two weeks.
The good news for the week is that Lake Lavon is on the rise. As of February 5th, the level was 484.3 feet, only 7.7 feet low. One year ago today, the level was 482.1 feet. Thus, we are 2.2 feet higher than one year ago at this time and almost at the highest level we recorded last year.
We received 7 inches of rainfall in January, which is 4.5 inches higher than January 2006. We also used 226.6 million gallons less in January than January of 2006. We averaged 18 million gallons a day in January 2006 and we average 10.7 million gallons in January of 2007. That is 40.5% less water over January of last year.
We currently have 297,600 acre-ft per year available to us (104k from Lavon, 77.3k from Texoma, 15.5k from Tawakoni, 43.6 from Wilson Creek reuse plant and 57.2k from Lake Chapman). Additional sources include the Upper Sabine Basin Project, 50-80k acre-ft per year with a projected completion date of January, 2008. The East Fork Reuse project at 81-102k acre ft per year with a projected date of April 2008 and the Lower Bois D'Arc Creek Reservoir with 123k acre-ft per year with a projected completion date of 2018.
NTMWD anticipates remaining at Stage 3 levels until the two new sources are on-line or excessive rainfall occurs. The State also bases new source permits on successful water conservation efforts.

As I mentioned in my opening article, I attended the Association of Mayors, Council Members and Commissions (AMCC) Annual Conference over the weekend and the Texas Municipal League (TML) Legislative Update on Monday along with Council Member Matt Lafata. Among the many things that TML accomplishes for the cities they represent, they also operate an educational institute (TMLI).
TML is a voluntary association of over 1,100 (out of a possible 1,200) Texas cities. Frisco is a member of the Texas Municipal League.
I am a believer in life-long education and also the belief that your representatives have an obligation to know the details of operating a city. The TMLI Program agenda is designed to enhance the leadership and problem-solving capabilities of elected officials. Also, educational sessions regarding legal issues, budgeting, governance, personnel, open meetings and many other subjects are taught in detail. You also receive an opportunity to receive reports and presentations by experts, such as Dr. Ray Perryman, a renowned economist.
In 2000, when I was first elected, I made a promise that I would do everything in my power to make Frisco a successful City that was the best place to raise a family. Attending classes, seminars and presentations at TML was one of those things that I did to follow through with that promise. Every year, I received enough credit hours to receive an Award of Recognition, Award of Achievement or Award of outstanding accomplishment. This usually takes at least 42 hours of continuing education per year. Typically, anywhere from 25-45 officeholders receive awards annually. Over the last seven years, I have attended over 300 hours of continuing education.
2005 was the achievement of a personal goal for me. I received the award for outstanding accomplishment for 72+ hours of continuing education and I also received an award of Excellence for being an award recipient for 5 consecutive years which was only awarded to three other elected officials in the State of Texas. With the receipt of the the Award of Excellence; the City of Frisco also received an Award of Leadership for making the commitment to their elected officials.
I am telling you all of this not to toot my own horn; but to also make you aware that you should have certain expectations from your elected leaders. With May's elections, you will be deciding on two new Council Members. Bob Allen and I are at our term limits and will be stepping down. One of the questions you should ask any potential candidate is what is their commitment to continuing education? Are they willing to learn about the Hotel/Motel Tax? Are they willing to become a public investment officer to understand how to handle City Funds? Will they become proficient at open meeting and open records laws? It is rare that you elect an official that understands the complexities of being a leader from the 1st day in office. | |

TxDOT Public Hearing

You, the citzen and taxpayer, are the most important person in this loop and your opinion counts]
NOTICE OF PUBLIC HEARING
The Texas Department of Transportation (TxDOT) will conduct a Public Hearing for the proposed tolling of State Highway (SH) 121 main lanes from the Dallas North Tollway (DNT) to United States (U.S.) 75 for a length of approximately 12.5 miles in Collin
County. The project is adjacent to the Cities of Plano, Frisco, Allen, McKinney and the Town of Fairview. The purpose of this Public Hearing is to discuss the proposed tolling of the SH 121 main lanes within the project corridor that are currently in various stages of construction. The Public Hearing will be held on Monday, February 26, 2007 at Legacy Church, 4501 Legacy Drive, Plano, Texas 75024.
Prior to the Public Hearing, an Open House will be held from 6 p.m. to 7 p.m., to allow for questions and review of project exhibits. TxDot staff will be available to answer questions during the Open
House. The Public Hearing will begin with a formal presentation at 7 p.m., followed by the public comment period.
There are no proposed changes to the footprint, locations or sizes of the previously designed ramps and main lanes. The proposed tolling of SH 121 would not require additional right-of-way, displacements or relocations. As proposed, the toll facility would consist of a six lane controlled access facility with three lane continuous frontage roads.
Although the mainlanes of SH 121 are proposed for tolling, the frontage roads would remain as a non-toll alternative to the proposed toll facility. The proposed project would encroach in to the 100-year floodplain; however the improvements would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances. An environmental re-evaluation has been prepared to research and identify potential
changes to the natural, social, and economic environment that could occur as a result of implementing the proposed toll facility. The environmental re-evaluation, maps, and other drawings depicting the proposed project location and geometric design will be displayed at the Public Hearing.
This and other information about the project are on file and available for inspection and copying at the TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150. Other locations where this information is located include:

FISD Youth Art Month Show
FISD's art program will shine once again this year as the community celebrates Youth Art Month which is celebrated each March. Frisco Art Teachers from every campus in our district will proudly display beautiful works of art created by many of their students.
The show is to be held at Wakeland High School this year. Wakeland is located at 10700 Legacy Drive. Two receptions and viewing of artworks will be held on both Tuesday, February 27, 2007 and Thursday March 1, 2007 from 6:30 pm - 8:00 pm.
The Tuesday evening open house reception will honor Wakeland High School, Frisco High School, and all feeder schools. The Thursday open house reception will honor Centennial High School, Liberty High School, and all feeder schools.
Please make the time to come out and support the district's art program and enjoy admiring these young talented artists' hard work!

Tuesday, Feb. 13 - The northbound Central Expressway (US 75) entrance ramp to east/westbound Bush Turnpike will be closed overnight from 8 p.m. to 5 a.m. for overhead sign maintenance.
Wednesday, Feb. 14 - The southbound Dallas North Tollway entrance ramp to east/westbound Bush Turnpike will be closed to traffic overnight from 8 p.m. to 5 a.m. for overhead sign maintenance.
Thursday, Feb. 15 - The westbound Bush Turnpike exit ramp to north/soundbound Dallas North Tollway will be closed overnight for overhead sign maintenance.
Friday, Feb. 16 - No ramp closures are currently scheduled.

TheFrisco Association for the Arts will hold its first ever T-Shirt Design Contest Reception announcing the winner
of the art design that will adorn the Frisco Arts Membership T-Shirt for 2007.
The reception is sponsored by Capital One Bank.
The art work entries were
designed and submitted by area students from the Frisco Independent School
District. The finalists' work will be on public display from February 9-16
during business hours at Capital One Bank, 8989 Main Street in Frisco. A panel
of judges will vote to choose the winning entry which will be announced at the
reception on February 15th. Judges for the event include Mayor Mike
Simpson, Matt Lafata, Tony Felker, Joy West, Jim Joyner, Steve Matthews, Robbie
Robinson, Audie Adkins, Diana Moya and Massimo Pizzoleo. A special appreciation
event for the students who submitted art will be held on February 17th
at the new Frisco Arts Center, 6827 Main Street at 10 am.

Frisco Family Services 13th annual Gala - "Boots, Bandanas & Bowties" 03/03/2007
Plans for Frisco Family Services at Center's signature fundraising gala are well under way and this year's event, Boots, Bandanas & Bowties, is one everyone should attend. The 13th annual event is Saturday, March 3, 2007 at the beautiful Embassy Suites Hotel and Conference Center in Frisco.
Event Co-chairs, Joni Klarin and Carol Wilson anticipate welcoming more than 800 guests who will dust off their boots, dress in their best western attire, and enjoy an evening of entertainment and fundraising benefiting those in need in our community. Bledsoe Elementary Recognized For Contribution to Frisco Relay For Life
Frisco, Texas (February 3, 2007) - Bledsoe Elementary was recognized as the top FISD fundraiser for Frisco Relay For Life 2006. Bledsoe's team was lead by teacher Jamie Flemmer. With the help of teammates and students alike Bledsoe Elementary raised over $2500.00 toward the fight for cancer. Shannon Swarbrick of the American Cancer Society presented, Team Captain Jamie Flemmer with a Fruit Bouquet from Edible Arrangements in Frisco.

"Bledsoe Elementary hosted a great team, with lots of Relay Spirit," said Shannon Swarbrick, Community Manager for the American Cancer Society and Frisco Relay For Life. "We wanted to thank them for their outstanding work and dedication to Relay."

Mrs. Frisco
Sheila Elliott, a Frisco resident for 10 years, recently won the title of Mrs. Frisco and will be competing in the Mrs. Texas United States pageant in May, which will be held right here in Frisco!
Sheila is a former elementary music teacher in Frisco, has been married for 13 years and is the proud mother of three boys. (Dillon 6, Colby 3, Ethan 3) With this new title, she hopes to make personal appearances and speaking engagements about her greatest passion, Congenital Heart Defects, in which her twin sons both have.
Ethan has a mild heart defect that only requires monitoring, and Colby's was born with "half a heart", which has required five open heart surgeries and could still require a heart transplant at some point. Through the journey of hospital stays, Sheila decided to enter the medical profession and is now an EMT for CareFlite and also just completed Paramedic school. Her passion for hearts and for the City of Frisco have truly come together and we wish her the best in the Mrs. Texas United States pageant!

based organization will celebrate the contributions of people of the African Diaspora
by hosting a Youth Art Competition and Cultural Marketplace on Saturday,

Standing on The Shoulders From The Past. The artwork will highlight the
artist's creative interpretation and preserve young artist's creative
expressions of hope and renewal. Prizes will include awards of distinction
consisting of ribbons and artist material packages. The deadline for art entries is February 20,
2007.
The
Cultural Marketplace, combined with the youth art exhibition will feature
notable local artists Soukaa Wright and Frank Frazier, and a book signing by journalist,
author, and cultural activist, Linda Jones. The event created to provide an atmosphere
that promotes an informative, educational, and cultural exchange is free and open

Project Playhouse Come see a display of five custom designed and built playhouses at Stonebriar Centre. The playhouses will be auctioned on February 24, 2007 to the highest bidder to raise funds for HomeAid/Home Builders Care. One builder has been selected to build an opportunity prize playhouse, which gives the public a chance to win of those homes.

All funds raised will be used for building and/or renovation of shelters for temporarily homeless men, women and children in our community. HomeAid/Home Builders Care is a nonprofit established under the auspices of the Home Builders Association of Greater Dallas.

Lamar Hunt Pioneer Cup
FRISCO, Texas - In honor of the late Lamar Hunt, the operator and
investor of both FC Dallas and the Columbus Crew, the two teams will
play in the inaugural Pioneer Cup: A Tribute to Lamar Hunt, on Sunday,
March 11, 2007 at Pizza Hut Park (5 p.m. CT). The Pioneer Cup, which
will be played in Columbus next year, will serve as a fundraiser for
each team's charitable foundation, with all net proceeds from the game
donated to a local cause.
A Alumni Tribute Game between former players and coaches that were part
of a Lamar Hunt owned team, including the Dallas Tornado, Kansas City
Wizards, FC Dallas, and the Columbus Crew, will kickoff the activities
at 3 p.m. on March 11. FC Dallas will also debut a commemorative circle
patch with the initial "LH" on the right sleeve of the uniform, which
will also be used during the MLS season. Mr. Hunt, who oversaw the
creation of both Crew Stadium and Pizza Hut Park, passed away on Dec.
13, 2006 after a battle with cancer.
"The Pioneer Cup is an event that is near and dear to all of us at FC
Dallas," said FC Dallas General Manager Michael Hitchcock. "We have a
chance to honor our great leader and everything he's done for this
sport that we all love, while raising much needed money for Dallas
Scores and the Pioneer Soccer League, in his honor. We look forward to
seeing all sports fans at Pizza Hut Park to help us pay tribute to a
true sports pioneer, Lamar Hunt."
For the first edition of the Pioneer Cup, the FC Dallas Foundation has
partnered with Dallas SCORES, a youth development program that inspires
a lasting dedication to learning, healthy lifestyles, and community
engagement among inner-city public school students. Dallas SCORES, an
affiliate of America SCORES, uses a combination of soccer, creative
writing and service-learning for students in a safe, constructive
learning environment after school five days a week. Students that agree
to make an equal commitment to creative writing workshops will
participate in a soccer league, which will be re-named the Pioneer
Soccer League in honor of Lamar Hunt.
"We are extremely excited to be named the charity of choice for an
event honoring such a great pioneer," added Steve Christensen, founder
and board member of Dallas SCORES. "Lamar Hunt's impact on soccer in
North America is second to none. Having his name as well as FC Dallas
attached to this event will go a long way towards impacting more
children in the Dallas area."
Contributions may be made through a variety of means, including by
naming your price for tickets to the Pioneer Cup as well as in exchange
for sponsorship and marketing opportunities. Tickets for the game are
available for a minimum contribution of $5 for endline seats or $10 for
sideline seats, however fans may contribute any higher amount per
ticket. FCD Hoops Nation members and season ticket holder may begin
ordering their tickets through a presale from today through Saturday,
Feb. 4. Parking for this event will be free.
As a point of reference, a $100 contribution would roughly cover the
expenses of one child per year participating in the Pioneer Soccer
League. Individuals or organizations that cannot attend and would like
to contribute to this cause may do so through the online form found at

The winning team will keep the Pioneer Cup, while the losing side will
donate $1000 to the other team's foundation. Fans will have an
opportunity to bid on the game-worn jerseys of the players with all
proceeds going to the Dallas SCORES Pioneer League cause.
Recognized as one of the greatest sports visionaries in American
history, Lamar Hunt pioneered professional soccer in the United States.
In 1967, Hunt became an original investor in the Dallas Tornado Soccer
Club, in what was known initially as the United Soccer Association and
then the North American Soccer League in 1968. A model franchise during
its 14 years, the organization and its legacy of soccer disciples was
an early catalyst in the development of the game, placing North Texas
at the cutting edge of the American youth soccer market.
The Hunt family once again stepped to the forefront of U.S. soccer in
1996 by becoming a charter investor in Major League Soccer, and became
original investor-operators of the charter teams from Columbus (Ohio)
and Kansas City. Hunt made his greatest contribution to soccer in this
country in 1998-99, when he made pro soccer history by funding the
construction of the first soccer-specific stadium in the United States
as the Columbus Crew opened their revolutionary facility. In 1999, he
was awarded the National Soccer Hall of Fame Medal of Honor and saw the
U.S. Open Cup Tournament renamed in his honor.
The Hunt family took over the operations of Dallas in 2003, and helped
make Texas soccer history by breaking ground on the team's Pizza Hut
Park, the 20,500 seat, state-of-the-art soccer-specific stadium in
Frisco which became the first soccer stadium in the country built
through a coordination of both private and public funds.

Spelling Bee
12th Annual Frisco Spelling Bee, 02/24/2007 @ 2:00 pm
Come join me at the 12th annual Frisco Spelling Bee. For those that actually read the previous sentence and believed that I would be "entering" the spelling bee: hahahaha. Val (my wife) happened to be looking over my shoulder and she is also laughing. She knows how bad of a speller that I am. [ok Val, you can stop laughing now. That is a bit much]. While Val is very capable and has entered it before; I usually take the easy way out and volunteer to be a judge. If you will remember, I had an unexpected out-of-town trip last year and I auctioned off my Judgeship to a Frisco Resident and the proceeds went to the Friends of the Library. Well, this year, I am not giving it up! Come join me and Master of Ceremonies Mayor Mike Simpson and have a great time!
The Friends of the Frisco Public Library are sponsoring the 12th annual Frisco Spelling Bee. on February 24, 2007 at 2:00pm in the City Council Chambers located on the first floor of the George A. Purefoy Municipal Center.
Teams of three adults compete for trophies and are encouraged to wear costumes and bring a cheering section. The best costumed team will also win trophies. Our theme this year is "007" License to Spell".
There will be an Audience Participation Game, Silent Auction, and then after the Bee the Friends will be serving pie, coffee and Library Punch in the McCallum Room.
An entry fee of $30.00 per team is collected and then each team is supplied with a "Top Secret" Study List. Mulligan's can be purchased for $25.00 each. The mulligan or "pass" may be used when a team decides before spelling the word that they want another team to spell it.
Spectator Seats are just $2.00 and include pie, coffee and punch.
The proceeds from this year's Spelling Bee and Silent Auction will be used to enlarge the foreign language collection at the Frisco library.

Frisco City Hall 101
The second session of Frisco City Hall 101, a citizen's academy designed to familiarize residents with the work of their city government, will be held weekly on Monday evenings from 6 - 9 pm, March 5th - June 4th, with breaks for the FISD spring break (March 12) and Memorial Day (May 28).

Charter 101
I started "Charter 101" in a previous newsletter. From time to time, I will post different sections of our charter. Frisco is a " Home Rule" City and Frisco voters adopted our first charter in January 1987 and then amended it in May of 2002. The Charter can only be created or modified via an election by our Citizens. The charter establishes the our City Government and allows Frisco to create its own laws. Since the May 2007 elections are fast approaching, I thought I would reprint the section on the make-up of the Mayor and City Council. Basically, the organizational structure of Frisco looks like this:

SECTION 3.01 Composition
(1) The "City Council" shall be composed of a "Mayor" and six "Council Members" elected under the Place System, with there being Places 1, 2, 3, 4, 5 and 6. The Mayor and each Council Member shall be elected at large, and unless sooner removed under the provisions of this Charter, shall serve for a term of three (3) years, and until their successor has been elected and duly qualified. All of the City Council holding office at the time of passage of any amendments to this Charter shall continue to hold their respective office until the respective term for which they were elected expires.
(2) Terms of the Council Members shall be staggered so that every year there shall be an election for two (2) of the Places.
(3) To initiate the three (3) year staggered terms, beginning with the May 2002 election, for Places 2, 4 and 6, there shall be a drawing of lots following the election to determine which two (2) Places shall receive two-year terms and which one Place shall receive a three-year term; thereafter all of said Places shall have three-year terms; and for the May 2003 election, for Places 1, 3 and 5 there shall be a drawing of lots following the election to determine which one Place shall receive a two-year term, and which two (2) Places shall receive a three-year term; thereafter, all of said Places shall have three-year terms. The Mayor shall have a three-year term beginning with the May 2002 election.
(4) To account for the transition from three (3) consecutive terms to two (2) consecutive terms, any person who is a sitting Council Member on January 1, 2002 shall be allowed to serve three (3) consecutive terms as a Council Member, regardless of the length of the terms. The term the Council Member is currently filling as of January 1, 2002, and all terms consecutively served prior to that current term shall count for purposes of determining whether three (3) consecutive terms have been served.
SECTION 3.02 Limitations on Terms
No person shall serve as Mayor for more than two (2) consecutive elected terms, and no person shall serve as Council Member for more than two (2) consecutive elected terms. No person shall serve as Council Member and Mayor (combined) for more than twelve (12) consecutive years.
For purposes of this Section 3.02 and computing the limitations on terms:
(1) a Mayor or Council Member, who vacates, for any reason, City office before the end of the term for which he was elected, shall be considered to have completed that term.
(2) an appointment or election to fulfill an unexpired Council Member term, or unexpired Mayor term if applicable, shall be computed as follows:
(i) if fifty percent (50%) or more of the term is remaining, it shall be included in the computation of term limits; or
(ii) if less than fifty percent (50%) of the term is remaining, it shall not be included in the computation of term limits.
Any Council Member or Mayor, who is ineligible to run for elected City office due to the limitations on terms as provided herein, shall remain ineligible to hold an elected City office for a period of ten (10) months following the expiration of the most recent term of City office for which he or she was elected.
