It seems there is never enough time in the day!  I apologize for any grammar errors in the newsletter; it is quite an undertaking and with my other commitments, I try and get it done as quick as possible (which usually means a few hours!). 

It is hard to believe that January is about to come to a close.  It has been an extremely busy month. The usual meetings and events to attend and, along with what I listed in the last news letter, some additional milestones for Frisco.  Our Frisco Fire Department received a grant from the Fireman's Fund Insurance Company, which will be used to aide our Firemen AND Policemen during responses.  The Frisco City Council also held our annual mid-year work session. This all-day meeting basically reviews the priorities and projects in the current budget year.  As the name implies, it is a follow-up for our 3-day annual work session. 

January was also the end of Collin County Judge Ron Harris's tenure.  A well-attended appreciation event was held for him to thank him for his many years of service.  That same evening (yes, I rushed from one event to the other), Smith Elementary in the Frisco ISD celebrated their Blue-Ribbon award. What an accomplishment; to have two schools (Smith and Curtsinger) in our FISD receive this prestigious award.  Also, on January 20th, I spoke on behalf of Mayor Mike Simpson at the Del Webb Amenity Center Grand Opening.  If you have not visited the Del Webb Community, I encourage you to take a look. Frisco is not just a great place to raise a family, but it is now truly a retirement destination also.  From 1990 to 2000, the people over age 45 increased by 19% in the City of Frisco. The average age of our population will continue to grow older making Frisco Lakes a much-needed community.

It was also a pleasure attending the Frisco Chamber of Commerce Annual Gala. Some of you will remember that I was honored to receive Citizen of the Year in 2006. With that honor, I had the pleasure of writing a few words about this years winner. The 2007 Citizen of the Year winner is none other than Buddy Minett.  I can't think of anyone more deserving than Buddy. Buddy served on the Frisco City Council for 6 years, on the Planning and Zoning Commission for 4 years and is now President of the Board of Trustees for the Frisco Independent School District.  Buddy and his wife Joni have five daughters and were (and are) instrumental in the annual community parade.  Next time you see Buddy, please congratulate him on his award and thank him for all that he does for Frisco.  Other winners at the Gala included:  GattiTown {Large Business of the Year], Quick-Cater, LLC [Small Business of the Year], Debby Clark [Ambassador of the Year], The Instigators, Tina Baalman, Team Leader [Ambassador Team of the Year], T.H. "Sonny" and JoAnn McSpedden [Silver Citizen of the Year], Bob Warren [Spirit of Frisco] and Dr. Daryl Trent [Golden Eagle Award].

Auto Burglaries Have Risen Dramatically in Frisco
Learn How you can Avoid Becoming the Next Victim!


In just this past year alone Auto Burglaries in Frisco have risen dramatically. For example, In December of 2006 there were 102 reported vehicle burglaries, up from 64 in December of 2005 – a 59.4% increase in one year’s time. Burglary of Motor Vehicle (BMV) cases can be very difficult to solve as little physical evidence is left behind in most cases.

These offenses occur during all hours of the day, affecting both residential and business areas. However, in many cases these vehicle burglaries have been crimes of opportunity and could have possibly been avoided if preventative measures were taken.

Here are some simple vehicle burglary prevention tips to follow that may help keep you, your family, friends or neighbors from becoming a victim. These steps should be used whenever and wherever you park your vehicle, whether you are just “running in for a minute” or parking for the evening.


• ALWAYS close your windows, lock your vehicle and garage doors - an open or unlocked window/garage door is an invitation to a criminal and an easy target.

• Park in well lit areas close to the building - or if at home in the garage (always the best option).

• If you must park in your driveway utilize (or install) floodlights - installed above/around your garage set on a motion detector to illuminate your driveway, as this will help discourage a Burglar (lighting is one of the best property crime deterrents).

• ALWAYS remove loose valuables from your vehicle - including the garage door opener (if taken an easy way for a Burglar to gain entry into your home).

• This includes purses, wallets, cellular phones, laptop computers, loose change, briefcases, etc. A car burglar loves to see items that can be grabbed easily and carried away without much effort.

• A brick through the window takes only seconds and is all it takes to gain access to these loose items.

• ALWAYS set your car alarm (if so equipped) and take note of any car alarms you hear going off in your vicinity.

• Don’t hesitate to call 911 to report suspicious persons - seen wandering around in parking lots/neighborhoods (particularly after hours) and/or looking into cars as they walk by. Police Officers cannot be everywhere, so we count on citizens to be our “eyes” and “ears” and report these types of suspicious activities.

• Record the make, model and serial number of all your commonly used electronic equipment (even if you plan on never leaving these devices in your vehicle). Having this information available is necessary in order to enter the items into the National Crime Information Center (NCIC) computer database This will aid police in trying to locate the items if the offender(s) are found with them or if they are pawned. This will also ensure the property is returned to the rightful owner.

• Get involved in neighborhood watch efforts - Become a Frisco Neighborhood Watch Block Captain. Go to www.frisconeighborhoodwatch.com for more information.


The Frisco Police Department has enacted a vehicle burglary action plan designed to increase both detection/apprehension and public education/awareness efforts. The Frisco Police Department is asking that every citizen to do their part in helping to fight crime by taking both preventive action and spreading the word about this ever growing problem. Working together we can make a difference.

Mailing List Announcements

They say that imitation is the best form of flattery. I have noticed that articles, links and other info I put on my web site and in this newsletter being used in many different places in Frisco and surrounding area.  I really do not mind and, as I have said before, the more people that information reaches, the better I feel that I have done my job in keeping our citizens informed.  However, some of the info being used changes often. I would request that if you copy and reuse some of the information I put on my web site or newsletter you put a link or something to show where the original data is held at or where it came from. In this manner, those that have corrections or comments can get that info to me so that I can fix it for everyone's benefit.  Some of you already do that. I have seen notices such as "information provided by www.friscofirst.com" or "Maher Maso's Newsletter (with link)."  The Link to my web site is http://www.friscofirst.com and the link to the newsletter archives (work in progress) is http://www.friscofirst.com/newsletters.html 

The new Community Calendar seems to be working great. You can see it by clicking on the link in the previous sentence or visiting my website.  Also, the web site updates are continuing and I really appreciate the comments/suggestions that I have been receiving.  The newsletters are now archived Here.   That page is not yet complete, but I will continue to update it as time permits.

A suggestion for those that send me notices to include in the newsletter. Please try to avoid PDF files and fancy formatting.  The newsletter takes some time to create and much of that is spent re-formatting what is sent to me.  Most of the content in this newsletter is created by me, but I try to cut and paste where possible.  The best way to send me information is to use a plain text file or word document. I typically use Verdana as the font.  I like things to be sent in paragraph format and the shorter, the better. It is especially useful to send me contact information and web sites. If you have a link to a more complete article or additional information, it is very easy for me to add that link! 

Journey of Hope

I received a note that Jerrod Allen, son of Council Member Bob Allen, has entered a fundraiser to promote awareness of specially challenged Americans.  Jerrod has dedicated himself to ride a bicycle from the far west coast to Washington DC.  As a member of the Journey of Hope Charity, Jerrod will spend 71 days this coming summer raising awareness and funds for people with special needs.  Jerrod is a 2005 graduate of Frisco High School.

While Jerrod is training and doing the actual riding; he asks that you become a member of his support team by helping him raise funds for such a worthwhile cause.   Jerrod's goal is to raise $8,000 and he is hopeful that those that are able to donate to this cause will join him.  To help or to learn more, please visit Jerrod's web site HERE.  If you wish to make an online donation, please make sure you that you do so under his name.  Some information and a message from Jerrod:

There are over 54 million Americans living with a disability today. People with disabilities face many challenges everyday that you and I cannot imagine. I will be raising awareness on behalf of people with disabilities by cycling from Seattle to Washington, D.C. on the Journey of Hope. My individual goal is to raise $8,000 as a part of my team’s goal of raising over $500,000.     Volunteers Needed for American Cancer Society
    Relay For Life in Frisco, Texas

    (Frisco, TX) — The local American Cancer Society office of Frisco is looking for volunteers and teams for the seventh annual Relay For Life. They are hosting a meeting at 8:00 p.m. on February 7, 2007 at Grace Avenue United Methodist Church on Main and Teel to share with residents the importance of Relay For Life in saving lives from cancer.
    Relay For Life is a fun-filled, overnight event that mobilizes communities throughout the country to celebrate survivors, remember loved ones and raise money for the fight against cancer.

    “Relay For Life raises awareness about the progress against cancer while also raising funds to fight the disease,” said Shannon Swarbrick, Collin County representative for the American Cancer Society. “Individuals who are willing to give their time and energy to this exciting event, as a volunteer or participant, have made a commitment to fight back against cancer and let the community know that cancer can be beat.”

    Teams of eight to fifteen members gather with tents and sleeping bags to participate in the largest fundraising walk in the nation. Relay For Life unites friends, families, businesses, hospitals, schools, and churches ... people from all walks of life. Teams seek sponsorship prior to the Relay, all with the goal of supporting a cure for cancer.
    Volunteers are needed to organize and recruit teams, seek community support, coordinate logistics, find refreshments and prizes, plan entertainment and lend their support in any way. “Volunteering for Relay For Life has made a great impact on me. This will be my second year on the planning committee and the relationships I have made and the overwhelming feeling of being able to be apart of something bigger than I am, is incredible.” said René Sinclair

    Traffic Update

    Dallas North Tollway - From S.H. 121 to S.H. 380.  NTTA continues to work at a fast pace.  The outside Eastbound Lane on Main Street  will be closed between Dallas Parkway frontage roads through the end of the month.  The dynamic lane use signs erected for Eastbound traffic on Main Street now provide the ability to designate the middle lane as a right-turn lane during AM peak and a thru lane during the rest of the day. This sign shows as a right-turn for now (until the EB Lane is open). 

    Illuminated Street Name Signs - As you have noticed, we started installing illuminated street signs at traffic signals a few years ago. This was a pet project of mine and I asked the City to look at it in the early years of my service. I don't know about you, but I really like the new look not to mention the safer visibility.  You will also notice that Preston Road does not have these signs yet.  Preston Road is a State Road and Frisco has asked TxDOT for permission to put illuminated signs at the intersections.  TxDOT's structural division is looking at the request and we hope to get the approval soon.

    Traffic Signals:

  • Coit/Rolator - Completed in December
  • Custer/Eldorado - Completed in December
  • Eldorado/Legacy - TxDOT has not submitted a new time table for this signal.
  • Legacy/Lakehill - Bid approved by Council on October 17, 2006. Construction anticipated to be completed by April 2007
  • Legacy/Academy - Bid approved by Council on October 17, 2006. Construction anticipated to be completed by April 2007
  • Legacy/Wakeland - Under Construction and should be operational soon (I have not checked if it is on)
  • Main/Gary - Under Construction and should be complete by end of January 2007
  • Main/Independence - This signal is being reconstructed with widening of Independence. Reconstruction will be complete by summer 2007
  • Main/Trails - Design is complete and is out for bid. Anticipated construction completion by April 2007
  • Preston/Meadow Hill - Design began in October 2006. TxDOT expects to have the temporary signal complete by Spring 2007 as part of SH 289 Project
  • Rolater/Independence - Signal will be constructed as part of widening project. Anticipated completion of Summer 2007
  • Teel/Trails Parkway - Design is complete and is out for bid. Construction is anticipated to be complete by April 2007

  •  Dancing with the Collin County Stars

    There’s nothing more exciting than a little friendly inter-city fun! And what’s more fun these days than ballroom dancing? So when all that is put together, PLUS it benefits local charities, everybody wins!

    You have an opportunity to join in all this fun on Saturday, Feb. 3, 2007 from 8 to 11 pm. The 1st annual “DANCING WITH THE COLLIN COUNTY STARS” event will be held at the DaVindy Ballroom in McKinney, TX.

    Here’s what’s happening. Three fun loving folks, one each from Frisco, Allen and McKinney, ‘volunteered’ to take just a few dance lessons from a professional instructor. On Saturday February 3, they will each perform their dance (a waltz). Everyone in attendance, such as ‘loyal followers’ and the general public alike, will be able to ‘vote’ for their favorite by making donations to a charity chosen by each dancer performing.

    The winner is determined by the largest amount of total donations to their charity. What do they win? Why BRAGGING RIGHTS of course! The winner will be able to say they are the reigning champion of the ‘Dancing with the Collin County Stars’ event! Of course each charity will win as well, since they have the donated ‘votes’ that were cast. And when charities win, we all win.

    This year’s participants and their chosen charities include:

    Terrie Keith – EVP Member Services – McKinney Chamber of Commerce.
    Terrie chose the Serenity High School in McKinney as the charity to receive her votes.

    Maxine Sweet – Vice President of Public Education at Experian – Allen, TX
    Maxine chose the Allen Community Outreach program as the charity to receive her votes.

    Joy West – City Council Member – Frisco, TX
    Joy chose the Miracle League of Frisco as the charity to receive her votes.

    In addition to the above performers, there will be a special performance by the renowned ‘Evening Stars’ tap dance group, and maybe a few surprise performances (still in the works)!

  • International Gymnastic Meets

    WOGA Gymnastics Academy, home of 2004 All-Around Olympic Champion, Carly Patterson and 2005 World Champion and current reigning US National Champion, Nastia Liukin, is set to host their 10th Annual WOGA Classic International Women’s Invitational in Frisco, TX.           

    The media favorite event will be held in the Frisco Conference Center and in their gym in Plano, on Saturday February 3 and Sunday, February 4, 2007.  The competition showcases athletes from all over the world, from the youngest levels all the way up to the International Elite Level.    The highlight of the weekend’s event is the International Elite session, Saturday February 3rd at 6:00pm at the Frisco Conference Center.  Here you will witness the top athletes from around the world compete for the All-Around title.  These gymnasts are National Team Members from such countries as Australia, Belgium, Canada, Japan, Russia and the Ukraine and the USA. The athletes are fan-friendly and always remain after the competition to greet their fans and sign autographs.

    Olympic Champion Carly Patterson and World Champion Nastia Liukin will be present for autographs and pictures!  If you are a fan of gymnastics or want to see the sport’s future stars compete live, this event is a MUST SEE!!

    Frisco Independent School District has a newsletter. Click HERE to join. 

    The FISD School Board finalized elementary attendance zones for 2007-2008 at its January 8 meeting. It also approved zones for Fowler and Wester Middle Schools. The Clark Middle School attendance zone is still under discussion. The next board meeting is scheduled for February 12th. Click here to learn more.

    Wednesday, January 17, was a bad weather day and school officials chose to close school. This means students will attend school on April 9.

  • Third Annual Trick-A-Trout Kid Fish

    Got bait? Want to fish? The City of Frisco Parks & Recreation Department will be releasing 3,000 Rainbow Trout in the pond at Frisco Commons Saturday, February 3, 2007 starting at 8:00 a.m.

    This will be the third annual Trick-A-Trout Kid Fish. The park is located at 8000 McKinney Road and the pond is at the north end of the park near the amphitheater. The Trick-A-Trout Kid Fish is a great opportunity for first time anglers to come out and learn about the sport of fishing. Only kids ages 4-16 will be allowed to fish the first three hours. The average size of the fish will be eight to ten inches and the daily bag limit is five per person.

    Everyone is encouraged to “catch ‘em and keep ‘em.” Trout cannot survive when water temperatures rise later this spring, and everyone is encouraged to keep whatever they catch. This event is rain or shine so everyone needs to come prepared for the weather.” The Texas Parks & Wildlife Department regularly stocks the Commons Pond, as well as the pond at Warren Sports Complex, with channel catfish and largemouth black bass. Commemorative t-shirts will be given to the first 100 kids at the event. In addition, rod and reel combo sets will be given to the first ten kids to catch a trout. Tips for successful fishing include using a lightweight line (4-6 lbs. test), small hooks and small sinkers. Baits can include live worms, artificial lures, whole kernel corn, cheese, salmon eggs, marshmallows or your own “family secret”.

    Open season for adult anglers will start at 11:00 a.m. that day. Anyone 17 years old and over is required to have a Texas fishing license, which are available at any sporting goods store. After the Trick-A-Trout, people can fish at the pond until the trout are gone. Park hours are from dawn until dusk.

  • Frisco Arts T-Shirt Design Winner Reception

    The Frisco Association for the Arts first annual T-Shirt Design Contest will announce its winner of the 2007 artwork design at a reception at Capital One Bank  in Frisco (Main and Preston), February 15th, 6:30-8:30.  Cocktails and hors d'oeuvres will be served.

    The winning T-Shirt design will be printed on the Frisco Arts membership T-shirt for 2007.  The finalists' artwork entries will be on display and open to the public for viewing February 9-16 at Capital One .

    Back by popular demand, the fast-paced fundraiser MONOPOLY® will be held on Saturday, Feb. 24 at 7 p.m. at The Shops at Willow Bend, 6121 W. Park Boulevard in Plano. MONOPOLY® Madness promises to be the county’s most unique fundraiser.

    It begins with live music, cocktails and hors d’oeuvres at the upscale Mustang Café, and then the fanfare continues with a MONOPOLY® frenzy at Neiman Marcus. The popular MONOPOLY® game tops off the evening in the mall’s Grand Court.

    One out of every four area high school students begins higher education at Collin, so more and more students are in need of financial aid and scholarships than ever before. This year, with the generous support of local businesses, the college hopes to raise $300,000+ to cover tuition and fees for deserving students.

    Come see a display of five custom designed and built playhouses at Stonebriar Centre.  The playhouses will be auctioned on February 24, 2007 to the highest bidder to raise funds for HomeAid/Home Builders Care.  One builder has been selected to build an opportunity prize playhouse, which gives the public a chance to win of those homes.

    All funds raised will be used for building and/or renovation of shelters for temporarily homeless men, women and children in our community.  HomeAid/Home Builders Care is a nonprofit established under the auspices of the Home Builders Association of Greater Dallas. 

    What: A display of 5 custom designed and built children’s playhouses that will be auctioned on February 24, 2007 to the highest bidder to raise funds for HomeAid/Home Builders Care.   • FRISCO RESIDENTS OF COLOR TO HOST BLACK HISTORY MONTH CELEBRATION

    Frisco, Texas – January 11, 2006 – Frisco Residents of Color (FROC), a non-profit community based organization will celebrate the contributions of people of the African American Diaspora by hosting a Youth Art Competition and Cultural Marketplace on Saturday, February 24, 2007.  This celebration will showcase art, crafts, and music.

    Youth artists are being encouraged to compete in the art competition open to any students in grades K-12 who reside in Collin County.  Submissions are open to interpretation of the theme: Standing on The Shoulders From The Past. These art collections will highlight and preserve young artist’s creative remembrance and expressions of hope and renewal.

    Vendors with products or services that fit the description of being influenced by the African American Diaspora community are being sought for the Cultural Marketplace, which will be combined with the art exhibition to create an atmosphere that promotes an informative, educational, and cultural exchange.      ‘WALK UP’ TICKET SALES FOR DADDY DAUGHTER DANCES TO BEGIN SATURDAY, JANUARY 20 AT ALUMNI HALL FITNESS CENTER; ONLINE TICKETS AVAILABLE NOW (January 18, 2007) Beginning Saturday, January 20, tickets for the 11th Annual Daddy Daughter Dance will be available at in Room A112 of Alumni Hall Fitness Center, which is on the Preston Ridge Campus of the Collin County Community College, 9700 Wade Boulevard, in Frisco. Tickets are $10 each. Saturday’s ‘Walk Up’ sales were originally slated to begin at the Superdrome; however, due to the inclement weather forecast, sales are moving to Alumni Hall Fitness Center.

    The Heritage Association of Frisco has a new E-mail List.  The Heritage Association of Frisco is dedicated to saving Frisco’s history. Once a small agricultural community that saw little change in its population for decades, Frisco now bears the distinction of one of Texas’ fastest growing cities. Recognizing that the current flood of building and development would erase much of Frisco’s history, The Heritage Association organized in 1998 and set a goal to “research, preserve and share” the town’s rich heritage. Today the organization is one of the most successful in Frisco’s history.

     The Heritage Association has served the city and its developers as a resource for identifying historic sites that has resulted in the preservation and commemoration of such places as the Crozier-Covington-Sickles house, Twin Wells and Cotton Gin Road. The organization has been instrumental in the creation and planning of Heritage Center Park and museum.   • 12th Annual Frisco Spelling Bee, 02/24/2007 @ 2:00 pm

    Come join me at the 12th annual Frisco Spelling Bee. For those that actually read the previous sentence and believed that I would be "entering" the spelling bee:  hahahaha.  Val (my wife) happened to be looking over my shoulder and she is also laughing. She knows how bad of a speller that I am.  [ok Val, you can stop laughing now. That is a bit much].  While Val is very capable and has entered it before; I usually take the easy way out and volunteer to be a judge.  If you will remember, I had an unexpected out-of-town trip last year and I auctioned off my Judgeship to a Frisco Resident and the proceeds went to the Friends of the Library.  Well, this year, I am not giving it up! Come join me and Master of Ceremonies Mayor Mike Simpson and have a great time!

    The Friends of the Frisco Public Library are sponsoring the 12th annual Frisco Spelling Bee. on February 24, 2007 at 2:00pm in the City Council Chambers located on the first floor of the George A. Purefoy Municipal Center.

    Teams of three adults compete for trophies and are encouraged to wear costumes and bring a cheering section. The best costumed team will also win trophies. Our theme this year is “007” License to Spell”.

    There will be an Audience Participation Game, Silent Auction, and then after the Bee the Friends will be serving pie, coffee and Library Punch in the McCallum Room.

    An entry fee of $30.00 per team is collected and then each team is supplied with a “Top Secret” Study List. Mulligan's can be purchased for $25.00 each. The mulligan or “pass” may be used when a team decides before spelling the word that they want another team to spell it.

    Spectator Seats are just $2.00 and include pie, coffee and punch.

    The proceeds from this year’s Spelling Bee and Silent Auction will be used to enlarge the foreign language collection at the Frisco library.

    Use Hearts and Feet to Fight Cancer


    (Frisco, Texas) - Walkers (and joggers) will go around the clock in the battle against cancer during the American Cancer Society Relay For Life of Frisco.
    Teams of Frisco residents will gather at Pizza Hut Park, Dr. Pink field on Friday, April 20, 2007 at 7 pm for an overnight relay against cancer. Relay For Life is a family-oriented team event where participants can walk relay-style around the track and take part in fun activities off the track. Teams can include coworkers, club members, family and friends who have gathered donations prior to the event.

    Teams of eight to 15 members gather with tents and sleeping bags to participate in the largest fundraising walk in the nation. Relay For Life unites friends, families, businesses, hospitals, schools and churches - people from all walks of life. Teams seek sponsorship prior to the Relay, all with the goal of supporting a cure for cancer.

    Volunteers are needed to organize and recruit teams, seek community support, coordinate logistics, find refreshments and prizes, plan entertainment and lend their support in any way.

    Collin County GOP is announcing the formation of a new co-ed Republican Club, Greater Collin County Pachyderm Club. The club will be meeting the 2nd Wednesday of each month, beginning February 14th, from noon - 1:00 p.m. at Ralph and Kacoos in Allen.

  • Frisco Family Services 13th annual Gala - "Boots, Bandanas & Bowties" 03/03/2007

    Plans for Frisco Family Services Center’s signature fundraising gala are well under way and this year’s event, Boots, Bandanas & Bowties, is one everyone should attend.  The 13th annual event is Saturday, March 3, 2007 at the beautiful Embassy Suites Hotel and Conference Center in Frisco. 

    Event Co-chairs, Joni Klarin and Carol Wilson anticipate welcoming more than 800 guests who will dust off their boots, dress in their best western attire, and  enjoy an evening of entertainment and fundraising benefiting those in need in our community.  The evening will include mechanical bull riding, armadillo races and a Texas Shoot Out Challenge.  Guests can perform the Texas Two-Step to live music by Jon Christopher Davis - Lonestar Attitude and enjoy fabulous food from area restaurants. New to the event this year is a Margarita Bar Drawing.  Attendees can purchase a special margarita that will enter them in a drawing for an extraordinary prize.  For those who like to press their luck, there will be a casino with black jack, craps, roulette and Texas Hold ‘Em Poker.
