The good news,
Rain! If you look at the
Lavon lake level indicator on the lower left side of
this
newsletter, you will see we have had
a significant increase. However, it is also
important to keep in mind that
we are slightly below the level that we started 2006
with. Thus, if we
have a dry spring, we will not be in any better
shape than last year. So
please, continue to conserve. Keep your sprinklers
on manual and only water when
needed!
I hope everyone
made it through the bad weather
okay. I want to thank our street department for
doing such a good job with our
slick roads. Also, I noticed that our street
sweepers were out there
cleaning up as soon as our temperature went above
freezing.
I had the pleasure
of speaking at the
Winter Games of Texas last Saturday. I
appreciate the hard work of all
the volunteers, CVB and our
Parks and Rec.
Department. They had to
scramble to move the celebration of athletes inside
due to the weather.
For such short notice, the event was huge
success. This is just
another example of the great partnerships and
teamwork we have in Frisco.
The Snow Village and Fireworks show was postponed
until Saturday, January 20th
at Pizza Hut
Park.
They say that
imitation is the best form of
flattery. I have noticed that articles, links and
other info I put on my web
site and in this newsletter being used in many
different places in Frisco and
surrounding area. I really do not mind and, as
I have said before, the
more people that information reaches, the better I
feel that I have done my job
in keeping our citizens informed. However,
some of the info being used
changes often. I would request that if you copy and
reuse some of the

put a link or something to
show where the original data is held at or where it
came from. In this manner,
those that have corrections or comments can get that

I also received
many comments on the
S.H.121/Tolling issue. The discussion on the
issue has picked up steam
again since the State Legislature has seen some
bills that may impact the issue
moving forward (thus, it is important to continue
letting your legislatures know
your feelings). I know that Senator Corona was
proposing a phased gas tax
increase instead of pursuing tolling as a funding
mechanism. Instead of a
few dozen dollars annually, you will be paying a few
thousand by using tolling
as the funding mechanism. I had written a long
article for this newsletter
on this issue, but after some thought, I have paired
it way down. I hate
repeating myself and I'm not sure what purpose it
would serve to go get excited
about the issue again. So, in short:
Tolling S.H.
121 is a terrible idea and
wrong in so many ways. I have never flip-flopped on
this. There are many reasons
that I feel it is a bad idea. Most local and
regional officials have given in
and some are now even repeating some of the points that
TxDOT and
TTC have stated. I'll
use an example that really peeves me. Heck, in fact
I can tell you where this
"argument" as I heard it: It was one of the
TTC
Commissioners
in Austin and now it is the mantra of just about
everyone that tries to sell you
on the tolling argument: You will hear this in
several forms, but it goes along
the lines of "The TTC
commission has conducted an analysis on just how
much the gas tax would have to
increase in order for gas tax revenues to build the
needed highways. The tax
would have to increase to approx. $1.20 per
gallon".
This is a complete scare tactic and officials have
easily bought into it. It is
a disingenuous agreement and very misleading. The
factual part of that statement
is yes, it would take a HUGE hike in gas taxes to
build EVERY identified highway
and expansion in the state RIGHT NOW. The fallacy is
that the State can't build
every highway we need now; even if the funds were
available. Also, it took 20+
years to break our highway system and it will take a
little time to put in place
a long term fix. The other part of the fallacy is
that the new tolling policy
also cannot accomplish building every highway we
need today. Nothing will,
period. This statement is so off base, I laugh every
time I hear it (well, maybe
not laugh, I just bang my head against the wall).
A "reasonable" increase in gas tax is much
cheaper than pursuing tolling (which
is just another tax, but HUGE). If you want to line
the pockets of private
companies and have them own what should be PUBLIC
roads and have control over
our lives; than just sit back and watch it happen.
The last gas price increase
was some time back and ALL of that went to education
and Texas Public Safety,
not roadways. What do you expect when you re-direct
the highway fund for 20+
years and wake up one day and say "oh, we do
not have enough money to pay for
the roads".
I told you
that I should not have started
discussing 121 again. Every time I do, I get myself
worked up. The fact of
the matter is that S.H. 121 can be built today as a
Freeway if everyone works
together. However, it is not about building S.H.
121, but more about pulling
additional revenue from it to build other
roadways. The problem is
that there are a lot of unintended consequences to
using one roadway to attempt
to resolve a State-wide funding problem . Also, the
tax implications to our
local citizens is well beyond double taxation.
First, you have already
paid gas taxes to build portions of this road.
Second, the City has used
tax dollars to buy Right-of-Way, which I understand
will just be handed over to
the private company. Third, I have been told that
emergency vehicles could be
required to pay tolls (whether on emergency runs or
not. I'm hoping cooler heads
would prevail here and prove me wrong). And,
lastly, who pays for
the street lights on 121? Service Roads?
Medians? If the cities are
required to maintain these items, those are
additional city taxes that will be
used.
If you have gotten
this far reading my
long-winded message, then you probably think I am
upset at
TxDOT,
TTC, RTC and others. The
reality is that I have a lot of respect for all
those agencies. They are trying
to do the best they can with what they have been
given. Their job function is to
build roads. They do not have the needed
funding to build what is needed.
It really is as simple as that. Also, I am not
anti-tolling; there are
certain instances of where tollroads make a lot of
sense. For example, NTTA, in
my opinion, has done an outstanding job of planning
and building their projects.
I support the decision making process of the NTTA
Board 100%. TxDOT has also been great to work
with in our area over the
years. We have partnered with them on many projects
and will continue to do so.
I just simply do not agree with the approach on S.H.
121.
Okay, I'm done with
talking about Tolling S.H.
121 (I think :-) ). My recaps are
growing too large. I think
I'm just about done discussing the 121 issue. If
this CDA process is going to
take place and the tolling is going to be put in
place even without our support,
then I need to do a better job of working with the
local cities and regional
partners to attempt to recapture as much of those
funds back into the local road
system. I (and others) have attempted to do
everything we could to protect
our citizens interests. As always, I'm open to ideas
and comments.

this long commentary; I just
receive a note from our very own Texas
Tornado. They have been running promotions under
different codes and they
created a "maso" code. Pretty cool
having my own code :-)

temporarily ‘relocating’ to Austin as hundreds of
residents travel to the
state’s capitol
(McKinney, TX) – A group of energized Collin County
leaders and constituents
will travel to Austin next month to discuss
legislative issues with state
elected officials. It is part of the biennial
program, “Collin County Day in
Austin,” in which local elected officials, chamber
representatives, business
owners, education leaders and residents will speak
with state lawmakers on
February 19-20. An estimated 250 persons are
expected to attend.
“This
is an excellent opportunity to demonstrate that we
are serious about our
relationship, our communication, and our
cooperation with our State
legislators and statewide officials,” says Collin
County Judge Keith Self.

should visit the Collin County

view the registration form.

OVER 1.5 MILLION FANS
VISIT PIZZA HUT PARK IN 2006
FRISCO,
Texas
(Sunday, January 7, 2007) – On the heels of drawing
over 1.5 million
visitors to the complex in 2006, Pizza Hut Park
today completes it’s first
event of 2007 - InterLiga 2007 – the tournament
with the top eight Mexican
First Division soccer teams that are vying for two
spots into South
America’s Copa Libertadores, which is the
equivalent of the European
Champions League. The first of back-to-back
doubleheaders saw Cruz Azul tie
Tigres 2-2 and Necaxa defeat Monterrey 3-2 on
Saturday. Today’s games
feature Morelia versus Club America and Tecos
versus Jaguares beginning at
4:00 p.m. CT.
InterLiga also opened the
2006 year last January, one in which over 1.5
million spectators and
participants visited the complex for FC Dallas
games, concerts, soccer
tournaments, and other special events through the
year.
INSIDE
THE NUMBERS OF 2006:
STADIUM
- 670,000
Sports – In addition to
serving as the home for every FC Dallas home game
played in 2006, Pizza Hut
Park also had its share of visitors from around the
world:
·
Ten Mexican First Division
clubs played at least one game at the stadium
(Atlas, Chivas, Club America,
Cruz Azul, Monterrey, Morelia, Necaxa, Pachuca,
Tigres and Veracruz), with
Tigres visiting twice. Additionally, Everton FC of
the English Premier
League played here (vs. Club America).
·
The final soccer game of
the year, the 2006 MLS Cup, set the current sports
attendance record when an
overflow crowd of 22,427 fans saw the Houston
Dynamo defeat the New England
Revolution.
·
The National Team of the
United States played Guatemala, and Mexico played
Ghana in key friendlies in
preparation for three of those countries
participation the 2006 FIFA World
Cup.
·
The prestigious youth
tournament, the Dr Pepper Dallas Cup, also brought
large crowds, with the
Under-20 teams of Real Madrid and Manchester United
highlighting an event
that also drew teams from Mexico, Germany, Japan,
Costa Rica, Iraq, the
Netherlands, and the United States.
·
Adult and youth amateur
soccer tournaments held numerous finals in the
stadium throughtout 2006
·
In
partnership with the
Frisco Independent School District, the stadium
also hosted seven high
football games featuring various local and regional
powerhouses.
·
The University of North
Carolina women soccer team defeated SMU on their
way 18th
National Championship.
Concerts – The stadium at
Pizza Hut Park was also used for a series of
concerts that attracted music
fans to Frisco from all over the
country:

World-famous artists such
as Kenny Chesney, Rascal Flatts, Mexican
pop-ensemble RBD, George Strait and
Carrie Underwood played to thousands of their loyal
fans at Pizza Hut Park,
with the Chesney show setting the concert stadium
record at 27,337 last
summer. More than 30 hard rock acts including
Staind, Toadies, and Blue
October joined us in an all day concert, Edgefest
15. The Bluegrass
Festival, Kool and the Gang, and other artists also
performed in the stadium
throughout the year.
Miscellaneous events – The
Verizon Wireless Club, Suites, field and other
offices were also used
throughout the year to host many events, including:
World Cup Viewing
Parties, which drew over 7,000 fans in June and
July; Alter Ministries,
meetings, event luncheons, company outings, holiday
parties and a New Years
Eve Blast.
SPORTS
PARK - 880,000
Events – By far the events
that brought the most public to the park were the
nearly 20,000 games played
throughout the 17 fields that make up the complex.

Both youth and adults
traveled from all over the country to participate
in tournaments and
competitions.
·
The FC Dallas Youth system,
which consists of over 100 teams from U-7 to U-18,
used the fields for
training.
·
The North Texas State
Soccer Association league’s used the complex for
their competitions.
·
The 500-seat Dr. Pink
stadium field hosted numerous Frisco middle and
high school soccer and
football games.
·
And finally, in association
with the City of Frisco, the lots at the facility
were used for events such
as the Great Steak of Texas 5K run, the City of
Frisco Merry Main Street
event, and the City of Frisco Community
Circus

Come join me at the
12th annual Frisco Spelling Bee. For those that
actually read the previous
sentence and believed that I would be
"entering" the spelling bee:
hahahaha. Val (my wife)
happened to
be looking over my shoulder and she is also
laughing. She knows how bad of a
speller that I am. [ok Val, you can stop
laughing now. That is a bit
much]. While Val is very capable and has
entered it before; I usually take
the easy way out and volunteer to be a judge.
If you will remember, I had
an unexpected out-of-town trip last year and I
auctioned off my Judgeship to a
Frisco Resident and the proceeds went to the Friends
of the Library.
Well,
this year, no such luck. Come join me and
Master of Ceremonies Mayor Mike
Simpson and have a great time!
This year's theme
is "007 - Licensed to
Spell" . This spelling bee
for adults is open to teams from
businesses, community organizations,
neighborhoods, or other interested groups. The
Bee will be held in the Frisco
City Council Chambers at George A. Purefoy
Municipal
Center. Proceeds will go
to expand the library's international book and
audio-visual collection. Of
course, for those that are spelling challenged (such
as myself), you can always
just write a check and help them out! Additional
details will soon be posted

Traffic Update |

Dallas North
Tollway - From S.H.
121 to S.H. 380. NTTA continues to
work at a fast pace. The outside Eastbound
Lane on Main Street will
be closed between Dallas Parkway frontage roads
through the end of the month.
The dynamic lane use signs erected for Eastbound
traffic on Main Street now
provide the ability to designate the middle lane as
a right-turn lane during AM
peak and a through lane during the rest of the day.
This sign shows as a
right-turn for now (until the EB Lane is
open).
Illuminated
Street Name Signs - As
you have noticed, we started installing
illuminated street signs at traffic signals a few
years ago. This was a pet
project of mine and I asked the City to look at it
in the early years of my
service. I don't know about you, but I really like
the new look not to mention
the safer visibility. You will also notice
that Preston
Road does not have these signs
yet. Preston Road is a State Road and Frisco
has asked TxDOT for
permission to put illuminated signs at the
intersections. TxDOT's
structural division is looking at the request and we
hope to get the approval
soon.
Interliga
Games at Pizza Hut
Park - Look for special traffic control during
this weekends games.

Construction crews for the North Texas Tollway
Authority (NTTA) will reduce the
number of toll booth lanes northbound at the Dallas
North Tollway’s Wycliff Toll
Plaza beginning at 8:00pm on Sunday, January 7,
2007. Four lanes will be open to
traffic at the toll plaza. two cash lanes and two
TollTag lanes. Similar
lane reductions were made southbound at the Wycliff
Toll Plaza in December.
Motorists can expect delays as they approach the
Wycliff Toll Plaza from both
directions. They may choose to seek alternate
routes.

Frisco Association for the Arts first annual
T-Shirt Design Contest will
announce its winner of the 2007 artwork design at a
reception at Capital One
Bank in Frisco (Main and Preston), February
15th, 6:30-8:30. Cocktails and
hors d'oeuvres will be served.
The winning T-Shirt design will be printed on the
Frisco Arts membership T-shirt
for 2007. The finalists' artwork entries will
be on display and open to the
public for viewing February 9-16 at Capital One
.

by popular demand, the fast-paced fundraiser
MONOPOLY® will be held on Saturday,
Feb. 24 at 7 p.m. at The Shops at Willow Bend, 6121
W. Park Boulevard in Plano.
MONOPOLY® Madness promises to be the
county’s most unique fundraiser.
It begins with live music, cocktails and hors
d’oeuvres at the upscale Mustang
Café, and then the fanfare continues with a
MONOPOLY® frenzy at Neiman Marcus.
The popular MONOPOLY® game tops off the evening in
the mall’s Grand Court.
One out of every four area high school students
begins higher education at
Collin, so more and more students are in need of
financial aid and scholarships

FRISCO RESIDENTS OF COLOR TO HOST BLACK HISTORY
MONTH CELEBRATION
Frisco, Texas – January 11, 2006 – Frisco
Residents
of Color (FROC), a non-profit community based
organization will celebrate the
contributions of people of the African
American Diaspora by hosting a Youth Art Competition
and
Cultural Marketplace on
Saturday, February 24, 2007. This celebration
will
showcase art, crafts, and music.
Youth artists are being encouraged to compete in the
art
competition open to any students in grades K-12 who
reside in Collin County.
Submissions are open to interpretation of the theme:
Standing on The Shoulders
From The Past. These art collections will highlight
and preserve young artist’s
creative remembrance and expressions of hope and
renewal.
Vendors with products or services that fit the
description
of being influenced by the African American Diaspora
community are being sought
for the Cultural Marketplace, which will be combined
with the art exhibition to
create an atmosphere that promotes an informative,
educational, and cultural

Annual Daddy Daughter Dance will be available at in
Room A112 of Alumni Hall
Fitness Center, which is on the Preston Ridge Campus
of the Collin County
Community College, 9700 Wade Boulevard, in Frisco.
Tickets are $10 each. Saturday’s ‘Walk Up’ sales
were originally slated to
begin at the Superdrome; however, due to the
inclement weather forecast, sales
are moving to Alumni Hall Fitness Center.

An additional $2 convenience fee is charged for
online ticket sales.
This year’s Daddy Daughter Dances will be
held February 17 at the Frisco
Conference Center ballroom, 7600 John Q. Hammons
Drive. A third dance is being
offered to accommodate more daddies and daughters.
"Once Upon A Time" is the
theme of this year’s dance, which should bring
Cinderella, Snow White and other
fairy tale characters to Frisco.

Use Hearts and Feet to Fight Cancer
(Frisco, Texas) - Walkers (and joggers) will go
around the clock in the
battle against cancer during the American Cancer
Society Relay For Life of
Frisco.
Teams of Frisco residents will gather at Pizza
Hut Park, Dr. Pink field
on Friday, April 20, 2007 at 7 pm for an
overnight relay against cancer.
Relay For Life is a family-oriented team event
where participants can walk
relay-style around the track and take part in fun
activities off the track.
Teams can include coworkers, club members, family
and friends who have
gathered donations prior to the event.
Teams of eight to 15 members gather with tents and
sleeping bags to
participate in the largest fundraising walk in the
nation. Relay For Life
unites friends, families, businesses, hospitals,
schools and churches -
people from all walks of life. Teams seek
sponsorship prior to the Relay,
all with the goal of supporting a cure for cancer.
Volunteers are needed to organize and recruit
teams, seek community support,
coordinate logistics, find refreshments and prizes,
plan entertainment and
lend their support in any way.

TRICK-A-TROUT KID FISH

Got bait? Want to fish? The City of Frisco Parks &
Recreation Department will be releasing 3,000
Rainbow Trout in the pond at Frisco Commons
Saturday, February 3, 2007 starting at 8:00 a.m.
This will be the third annual Trick-A-Trout Kid
Fish. The park is located at 8000 McKinney Road and
the pond is at the north end of the park near the
amphitheater. The Trick-A-Trout Kid Fish is a great
opportunity for first time anglers to come out and
learn about the sport of fishing. Only kids ages
4-16 will be allowed to fish the first three hours.
The average size of the fish will be eight to ten
inches and the daily bag limit is five per
person.
Everyone is encouraged to “catch ‘em and keep ‘em.”
Trout cannot survive when water temperatures rise
later this spring, and everyone is encouraged to
keep whatever they catch. This event is rain or
shine so everyone needs to come prepared for the
weather.” The Texas Parks & Wildlife Department
regularly stocks the Commons Pond, as well as the
pond at Warren Sports Complex, with channel catfish
and largemouth black bass. Commemorative t-shirts
will be given to the first 100 kids at the event. In
addition, rod and reel combo sets will be given to
the first ten kids to catch a trout. Tips for
successful fishing include using a lightweight line
(4-6 lbs. test), small hooks and small sinkers.
Baits can include live worms, artificial lures,
whole kernel corn, cheese, salmon eggs, marshmallows
or your own “family secret”.
Open season for adult
anglers will start at 11:00 a.m. that day. Anyone 17
years old and over is required to have a Texas
fishing license, which are available at any sporting
goods store. After the Trick-A-Trout, people can
fish at the pond until the trout are gone. Park
hours are from dawn until dusk.

Stonebriar Centre. The playhouses will be
auctioned on February 24,
2007 to the highest bidder to raise funds for
HomeAid/Home Builders Care.
One builder has been selected to build an
opportunity prize playhouse, which
gives the public a chance to wine of those
homes.

All funds raised
will be used for building
and/or renovation of shelters for temporarily
homeless men, women and children
in our community. HomeAid/Home Builders Care
is a nonprofit established
under the auspices of the Home Builders
Association of Greater Dallas.
